The Business Services Organisation has established an Honest Broker Service (HBS) for Health and Social Care (HSC). The aim is to enable non-identifiable data to be safely shared to maximise the uses and health service benefits which can be gained from it, including planning, commissioning of services and public health monitoring. The HBS enables access to anonymised, aggregated and in some cases pseudonymised health and social care data to the DoH, HSC organisations and for anonymised data for health and social care related research. Please note that as of November 2019, if a project involves linking external datasets to HSC Regional Data Warehouse data, ethical approval will be required.

An Honest Broker Governance Board has been established to ensure good Information Governance and that data will be provided in line with Data Protection legislation, Confidentiality Requirements and the Information Commissioner's Office Codes of Practice. The Honest Broker service recognises the importance of protecting personal and confidential information, and takes care to meet its legal duties.  The Privacy Notice details how we use personal data, and is available here.

 

During the development of the Honest Broker Service the then Department of Health, Social Services and Public Safety consulted with the Information Commissioner's Office (ICO).The ICO provided input to a Memorandum of Understanding (MOU) and this input shaped the design and content of the final document. The MOU was subsequently signed by every Health and Social Care Organisation in Northern Ireland, and a copy is available here. The Service was established in line with the ICO’s Anonymisation Code of Practice and the ICO continues to engage with the Honest Broker Governance Board to ensure the Board are aware of the relevant requirements of data protection and confidentiality law.
